I’m sorry to hear that your neighbor is chaining their dog. If the dog looks like he is in immediate danger please call the police and local animal control right away. Then call our 24 hour emergency line at 757-434-6285. If you ever suspect cruelty please contact our Cruelty Investigations Department at CIDInfo@peta.org and include as many details as possible (names, phone numbers, addresses, etc.).

If the animal doesn’t look like he’s in immediate danger I would try speaking with the owner or leaving a polite note at his house.
