As I want the treats handed out to be vegan here is a list of common candy you can find at Halloween
Rockets (In the U.S. these are like sweet tarts, but are called Smarties?), sour patch kids, Lay’s original chips, pop (soda), raisin boxes, most suckers, Twizzlers, Mike’n'Ikes if they sell little packages (do they anyone), and skittles (went vegan this year).

    Any other suggestions?

I’m in the UK and I’ve bought a bag of mini Chupa Chups to hand out (only a £1 per bag in the Co-Op at the moment!), and I’ve already attached my Peta2 Halloween tags :)
