My (not so) Puppies

Alright, well I have two lovely dogs, Kojo (yorkie) and Sammie (shih tzu). Sammie is 3, and Kojo just turned 1. Sammie is aloud to roam the house when we aren’t home, Kojo on the other hand, isn’t aloud to! Sammie is fully house-trained, Kojo isn’t (my fault, I’m “too nice”) Kojo almost is! It’s just when he gets left alone, unless we put him in his puppy crate.
I need some help on how to fully house-break my stubborn puppy! Thanks Guys <3
